History
Filipino Values Month is observed throughout November in the Philippines as a period dedicated to reflecting on the values that shape individual character, family life, community relationships, and national identity. The observance emphasizes ideals commonly associated with Filipino social life, including respect for elders, close family ties, hospitality, compassion, cooperation, faith, responsibility, and concern for the wider community.
Its formal establishment is associated with Proclamation No. 60, issued in 1992, which declared November of every year as Filipino Values Month. The proclamation reflected the government’s recognition that national development depends not only on economic and political institutions but also on the moral formation of citizens. By setting aside an entire month, public institutions were encouraged to give sustained attention to values education and to promote conduct that supports social harmony and responsible citizenship.
Over time, Filipino Values Month developed beyond a government announcement into an observance commonly marked by schools, local governments, civic organizations, and other institutions. Activities may include discussions, essay and poster contests, cultural presentations, community-service projects, classroom lessons, and recognition programs. These activities connect abstract principles with everyday behavior, encouraging participants to consider how values such as honesty, discipline, respect, solidarity, and concern for others can be practiced at home, in school, at work, and in public life.
The observance also has cultural significance because Filipino values are expressed through both longstanding traditions and changing social circumstances. Practices such as *bayanihan*—cooperation for a shared purpose—illustrate the importance of collective responsibility, while the strong role of family and community reflects the relational character of Filipino society. Filipino Values Month provides an opportunity to affirm these cultural strengths while also examining how values can guide Filipinos in responding to contemporary issues, including social inequality, public responsibility, cultural diversity, and the effects of globalization.
