History

Constitution Day (Ukraine) is observed annually on **June 28**, commemorating the adoption of Ukraine’s Constitution on June 28, 1996. The Constitution was approved by the Verkhovna Rada, Ukraine’s parliament, after an extended and often difficult process of constitutional debate following independence from the Soviet Union in 1991. Parliamentary discussions continued through the night before the vote, reflecting disagreements over the distribution of power, the status of the Ukrainian language, property rights, and the relationship between central and local authorities.

The 1996 Constitution established the legal foundations of the independent Ukrainian state. It defines Ukraine as a sovereign, independent, democratic, and social state governed by the rule of law, and sets out the structure and responsibilities of its major institutions. It also guarantees fundamental rights and freedoms, including equality before the law, freedom of speech and religion, and the protection of private life. The document represented a major step in replacing Soviet-era legal structures with a constitutional framework rooted in national independence and democratic governance.

The observance was introduced to mark this historic achievement and has remained Ukraine’s principal civic holiday dedicated to constitutional government. Its meaning has evolved as the country has faced political change, constitutional amendments, and debates over the balance of authority between the president, parliament, and other state institutions. Constitutional questions became especially prominent during periods of political upheaval, including the Orange Revolution and the Revolution of Dignity, when Ukrainians emphasized accountability, civil liberties, and the principle that state power must be limited by law.

Culturally, June 28 serves as a reminder that Ukrainian independence is connected not only with national sovereignty but also with citizens’ rights and responsibilities. Official commemorations commonly include public ceremonies, speeches, educational programs, and discussions about the Constitution’s role in everyday life. In this sense, Constitution Day honors both the 1996 document and the continuing effort to uphold democratic institutions, human dignity, and the rule of law in Ukraine.
